SUNDAY, AUG. 19 Police charged Alfonso Barrera of the 2000 block of Roosevelt Road in Wheaton on a Federal Transit Administration (FTA) warrant. Phuong, 20, was arrested around 7 p.m. at his home, booked at the Wheaton Police Department and released later that night. Police charged Kamera Hicks, 21, of the 700 block of Liberty Drive in Wheaton with battery. Hicks was arrested at 7-Eleven, 326 W. Liberty Dr., around 6 p.m., …
