The city council read the property tax levy and three special district levies—which will be voted on Monday, Dec. 20—in the city council meeting yesterday, Monday, Dec. 6 at City Hall. The property tax levy will be $21,303,887—$18,527,633 after abatements on the debt service levy. He said $14,988,095 will go to general services and the remaining $3,539,538 will go to debt. Rose also read six ordinances for the levying and appropriation of taxes in three special service areas. Special Service Area Number Two is for downtown parking in the central business district and will be $43,500. A future tax levy to complete property tax rates will be voted on the Dec. 6 city council meeting.
Wheaton homeowners will see their property's assessed tax value depreciate significantly after years of appreciation. Milton Township Assessor Bob Earl said the properties' Equalized Assessed Value will decrease 3.75 percent with more than 95 percent of Wheaton residents' homes receiving that depreciation rate. The Equalized Assessed Value is a third of a property's market value. The Milton Township (Wheaton, Glen Ellyn, parts of Lombard, Downers Grove, Carol Stream, Glendale Heights, Winfield, Naperville, Lisle and unincorporated DuPage County) has approximately $16.489 billion in property value and $5.49 billion in assessments. The Wheaton City Council announced 33.4 percent of the city's Fiscal Year 2010-11 budget was collected despite still waiting for income tax from the state at the City Council planning session yesterday, Monday, Oct. 25 at City Hall in Wheaton. City manager Donald Rose said in the first quarter report that began May 1 and ended July 31, Wheaton collected $11,943,698 of the fiscal year's $35,711,483. Ninety-one percent of the revenues came from taxes. The city collected $730,000 more in property taxes during the first quarter because of the 2009 property tax levy, a $1 million increase. The sales tax in June 2010 saw $27,810, or, 5.9 percent more in tax revenues than June 2009. Expenditures were reported at $8,933,769, which was $210,071 …
