Milton Township Names New Trustee

Martin Keller of Wheaton will replace Chris Edwards, who stepped down from his position as trustee in March.

A businessman from Wheaton will replace former , Township officials decided Tuesday.

Martin Keller of Wheaton is a Milton Township Republican precinct committeeman and general manager at BAM, a division of MK Systems, Inc. in Elk Grove. He will replace Edwards, who resigned from the board last month.

Keller said with his background in business, his contribution to the Township will be: "getting people to work together."

"That's what I've always done... That's (kind of) always been my job."

Keller, who has been a committeeman for eight years, said the reason he became involved in goverment is because, "government doesn't run enough like business."

He said he has no specific agenda to pursue his goal of more business-like operations at the Township.

"I have to wait and see how people work together," he said. "Goverment is like businesses... 99 percent of the time, the problem in the business is personalities—It's personalities butting heads.

"You work around (it) and focus on getting the job done first—Keep the personalities out of it. That's what I'm good at. That's what I'll try to do here."

If he can accomplish his goal of a more cohesive team of people working together, "That's great—I can serve my one term here," he said.

A current precinct committeeman, Alan Bolds, and former committeeman Jack Beopple also applied for the position.

After a closed session discussion Tuesday, Milton Townshp Supervisor Chris Heidorn appointed Keller, whom he said is "well rounded" in business. Heidorn and trustees Sal Falbo and Marie Jensen voted in favor of Keller's appointment. Trustee James Flickinger voted against it.

Keller will be sworn in as the new trustee at the next Township meeting on Tuesday, June 12 at the .

Charlotte -- When are you going to do the real story about Milton Township Assessor Bob Earl.  It is widely known that his office is a complete state of chaos because of his gross mismanagement.  Earl's mileage logs are incomplete, inaccurate and do not even come close to meeting IRS standards, employees come and go as they please and comp time for those same employees is running into the tens of thousands of dollars with no oversight, the township office is being inundated with FOIA's and complaints about Bob Earl. every taxpaying resident in Milton Township should be concerned about the equity of their property assessments. Not to mention there is a very damaging letter from an employee or former employee out in the public about Mr. Earl that does not paint a very good picture of Mr. Earl or his office.  In fact the rumor on the street is the DuPage County State Attorney is looking into the "letter."  Charlotte can you shed some light on this? Another burning question is, why does Trustee Flickinger so vigorously defend Mr. Earl? Other posters have eluded to the fact Mr. Flickinger owns numerous properties in Milton Township. Draw your own conclusion there. Plus Mr. Flickinger just had a fundraiser at one of his houses for Earl.

J Carson....what do you think of ghost payroller Ralph and his clan of defamation artists trying to take down Earl, cause he wont bend to the will of these criminals. The letter as I understand, is full of lies and rants of a disgruntled employee who was laid off, due to budget constraints, In all likelihood the States Attorney my press charges on the disgruntled employee for perjury. But Chris Heidorn, whats to spend 20k for a new, lighted animated sign for front of the township building.

Charlotte, for several reasons I sense that you and I did not attend the same meeting last evening. 1. To date we still have not personally met, and if you were at Milton Township last evening you did not introduce yourself. I was literally the last person to leave the premises so certainly there were opportunities on your part to do so. 2. While taking action to fill the Edwards vacancy was part of the proceedings, there was a full agenda of many other business matters as well as 7 or 8 additional concerns that I raised. Is it considered selective reporting to only cover one aspect of an otherwise complex public meeting? It is fortunate that several of our concerned citizens are now fully taping the Milton Township meetings and as a result the public has access to the factual primary source of this story. The video record of our meeting can be found in two(2) parts on YouTube by searching under "Milton Township." Also, the agenda for this, and past meetings dating back several years can be found on the Clerk's portion of our Milton Township website at- www.twp.milton.il.us/agenda.

@Ronnie Ray I'd be more concerned about: Earl's mileage statements @.555 per mile. The excessive and unchecked comp-time he's paying out. The $5000 treadmill Earl purchased with taxpayer's money. The fairness of his assessments along with Earl's ability to do a competent job. If the letter is what you say it is than why is the State's Attorney even looking at it? Your argument that the SA may bring "perjury" charges is laughable, especially since this hasn't seen a court of law..Yet. However, if I were any of Earl's employees and they called to raise their right-hand, I won't be lying to protect anybody especially Bob Earl. Not sure where you are going with the lighted sign but I'd venture to say the legal bills Earl has rung up trying to cover himself would pay for half the sign. Throw in the treadmill and you are only $5K short of paying the sign off.

It's really a shame what Jim Flickinger and Bob Earl have done to Milton Township and the Milton Township offices. They continually attack the good people working to make Milton Township a better place for everyone while turning the Milton Township offices into a Civil War. There is no place in our community or any other community for individuals who are only self-interested and only concerned with their own personal gain. Ask yourselves, what has Jim Flickinger and Bob Earl done for the community other than to bring division and divisiveness to Milton Township. Milton Township needs change the atmosphere in the main offices is not a good one. Mr. Flickinger and Mr. Earl are not happy people-- why is it they want to force their unhappiness on to the rest of us? PS: Marty Keller was an excellent choice for Trustee. Marty Keller won't be bullied by Flickinger the way Chris Edwards was being bullied which eventually led to Mr. Edwards resigning. Thus the reason Flickinger voted against Keller - he can't control him.

Just watch the meeting. The supervisor, Mr. HIGHdorn, seems rather arrogant. He is not concerned about using public money to pay for political calls!!! Outrageous, beyond outrageous! Seems like Flickinger had legitimate concerns, and HIGHdorn's dismissive attitude shows what is wrong with township government. This Hinkle guy probably committed a crime, and Flickinger is the only one willing to stand up and say something. Also, Gail Hinkle has been derilict in her duties. She has time for a good cry with a soccer mom, but no time to perform her limited fuction of putting together minutes of meetings. Oh wait, her and her township hubby have to go to Bible study durring the day.

@Jim Flickinger I watched the Milton Township meeting back and my impression was all you were doing was grandstanding for the cameras. First of all the matter of the phone bills is old news and has been resolved. I find it very hypocritical of you to be attacking an employee when you as an "elected official" have missed 9 of the last 18 board meetings and showed late for 3 meetings. At $500 a meeting we are talking about $4500.00 dollars the taxpayers paid you to not show-up, skirt your responsibilities or maybe you have some other explanation. http://www.twp.milton.il.us/minutes.html I'd leave Charlotte out of this she was probably unaware she had to introduce herself to the "great" Jim Flickinger. More importantly, it is morally questionable to call other people out when you don't follow the same rules you want everyone else to adhere too. Start doing the township's business and quite wasting everyone's time with your personal and political vendettas. There is no place in public office for this type of offensive behavior. If you you can't do the job properly then do us all a favor and resign. Have a nice day!

@ A Space In Time, Maybe all of those recording devices that Hinkle installed, in violation of both Federal and State wiretap acts of a government office building, can serve to keep track of Hinkle's time on the job. This would be very helpful since he fails to maintain timecards. Bob Earl is an elected official as well as Flickinger. Do you think there is a problem if Hinkle is recording their conversations without any authority from a Judge? If Hinkle is setting up wiretaps he could go to jail.

Milton Township could be the poster child for why townships should be dissolved. Supervisor Chris Heidorn has been doing things illegally for so long, and getting away with it, that he doesn't think it's wrong. The township is a base for republican politicking is how he sees it. Creating a position for Ralph Hinkle to politicize while employed fictitiously at the township was Heidorn's brainchild. Allegations by Jim Flickenger against Ralph where not violations of ethics, but rather, criminal law. While Ralph's crime is probably only a misdemeanor because he's not an elected official, Heidorn is one, and has committed official misconduct, a felony. Flickenger has made a half hearted, limited attempt to see justice done at Milton Township by not going to the state's attorney with what he knows.

The Milton Township clerk Gail Hinkle doesn't know how to keep the minutes accurately, leaving out bits and pieces. Thank goodness someone is keeping a filmed record for us by placing it on u-tube. The States Attorney needs to get a hold of all this information and proceed with criminal charges on Ralph Hinkle, Gail Hinkle and the culprit, Chris Heidorn. But of course that's wishful thinking, as political corruption can only flourish, like it has at Milton, when the authorities turn a blind eye to it. After all, that's politics; wink.

Jim Flickenger is finally doing the right thing; bring it on. Jim has brought out enough evidence from what I saw on U-Tube. Maybe the Better Government Assoc. will pick this up and run with it. This has been going on since Ralph Hinkle was hired by Chris Heidorn, It finally broke out into the public because Heidorn and Flickenger had it out. Heidorn never thought this would come out to bite him because Flickenger was once upon a time in their inner circle. Give us more info Jim; someone will take it on. The blight of corruption should not be tolerated in law and order DuPage.

Keller was picked because he could be "trusted" to not uncover and pursue Flickenger's exposure of the truth about Ralph Hinkle; a "party" player so to speak. Flickenger needs to stay on the Milton Township Board to keep checks and balances in place. The truth hurts, doesn't it?

Flickinger and Earl are the problems in Milton Township and they need to be replaced. You will not find a more honest individual than Chris Heidorn. Fkickinger, Earl, and Kmieck, who btw is considering running for Wheaton City Council (what a joke) the guy couldn't be elected dog catcher have personal vendettas against Heidorn and the Hinkles. Flickinger doesn't show up for meetings but still collects $500 a month for doing nothing and Earl's office is in a shambles, FOIA, morale at all time lows (which is a real trick given the Assessor's office over the last 15 years or so) an ongoing States Attorney investigation of Earl's conduct, complaints from citizens, real estate agents, and law suits filed against Earl's office. Both should be removed from anything to do with government - they are takers!

JAGTWLVE: You know what this reminds me of? All the controversy from a few years ago, back when Milton Township Assessor Jim Gumm was driven out of office dogged by lawsuits and accusations of sexual harassment. Do you know anything about THAT you might share with us..?

Mike B. Yeah; Jim Gumm's ouster was a put on by a number of politically heavy property owners who were disgruntled by Gumm's reassessments of their properties, in line with comparable properties. These heavyweights were successful in orchestrating untrue accusations that smeared Gumm's reputation, instigating Gumm's not being slated for reelection. Gumm, an honest assessor was ousted, only to be replaced by Bob Earl. Earl's conduct speaks for itself; an embarrassment.

Ralph Hinkle has been up stairs doing campaign work even when Jim Gumm was there. Ralph was up stairs doing voting calls making sure the party would come out to VOTE. This work of Chris Heidorn didn't just start. I will be a witness to that. By the way Mike B. do you know how much time Heidorn spends at the Township? I do. I have been watching for several years, Maybe someday you'll see excerpts on UTUBE. By the way, Heidorn and Flickenger were amongst those who turned on Jim Gumm. It's something how quickly these politicians turn against one another. But turn about is fair play.

He was innocent of all those fake signatures on his election petitions? He was innocent of filing frivoulous lawsuits against other elected officials in a transparent attempt to cover his own butt? You do know Mark Kmiecik over at your offices don’t you Adam?? It appears Fliginger and Earl are more interested in burning down Milton Township which tells you a lot about their character. Hinkle has cost taxpayers approximately $320,000 and has been freelancing, at taxpayer expense for since day one (2004) with not any control or supervision by Chris Heidorn, Ralph's incompetent boss. It is time to wake up and demand some small level, at least, of accountability from Milton. Milton Township is a paying(our money) member of the TOI-Townships of Illinois. The Daily Herald did an article on them on March 14 and here is an article the CBS-2 posted in January-- http://chicago.cbslocal.com/2012/01/18/lobbyists-drawing-lucrative-pensions-partially-paid-by-taxpayers/ This TOI essentially fights to keep Townships as a perpetual entity, fighting against the very taxpayers, us, that pay for the townships and thru them, paying for TOI membership.The TOI also has been able to abscound pensions for staff members, though not a public entity. When I talked to Chris Heidorn about this in March and asked him to reconsider being a paying member, I was met with absolute indifference. Ran out of room. There are 2 roads to change for Milton Township-- 1) We become a more informed citizenship, wake up, and throw Heidorn and company-that means Hinkle, Earl, etc. out on their cans OR 2) Wait for Lisa Madigan or Bob Berlin to do it for us.

Believe me that Milton Township, under Chris Heidon is engaged in actions and behavior total unethical and is engage in total nepotism. Ralph Hinkel, Chirs's hench men are bad actors and need to be removed. It's my hope that the local Milton Central Committee rank and file throw out Ralph's hand picked Chairman and Vice-chairmen, These people have hijacked the MTRCC for personal and political gain. Time will tell if change comes from with in or though Lisa Madigan or Bob Berlin's office. . Ps... for those milton types let be known that Sal, Maria, Marty area in bed with Chirs Heidorn on this.
