City Council: Meeting Agenda for Sep. 6

Downtown Wheaton Association proposes the creation of a new Special Service Area, City amends 2010-11 budget and more.

The Wheaton City Council meets for a regular meeting at 7 p.m. Tuesday, Sep. 6 at City Hall.

Consent Agenda:

  • Receive a recommendation and award a bid for an outdoor air condenser and evaporator coil:
  • Adopt a resolution authorizing a construction, use and indemnification agreement at 608 E. Indiana St
  • Adopt a resolution authorizing a construction, use and indemnification agreement at 1617 Hemstock Avenue
  • Approve a bond waiver and authorize a raffle license for Friends of the DuPage County Animal Care & Control Foundation
  • Receive a recommendation and award a bid for dump trucks
  • Receive a recommendation and award a bid for a roof replacement to improve three water pressure adjustment stations
  • Adopt a resolution approving a plat abrogating a zoning lot and confirming a lot of record in the Washington Street resubdivision

  • An ordinance amending the official motor vehicle and traffic schedules for the City of Wheaton
  • An ordinance amending the city's ordinances pertaining to McDonald's at 2030 Naperville Road
  • Reappointments to city boards and commissions:
  • A resolution authorizing an intergovernmental agreement between the City of Wheaton and Community Unit School District 200: the city will vote on the approval of an updated agreement with District 200 for two school liaison officers at both of its high schools and three of its middle schools. 
  • An ordinance amending the 2010-11 budget: 
    • The ordinance amends the Fiscal Year 2010-2011 budget approved by the City Council in April 2010 to reflect expenditures which exceeded the total budget amount. The amended funds include: 
      • TIF District Three Fund: increase accounts for financial analysis completed to update projections for the Wheaton Courthouse Square project
      • Public Library Replacement Fund: increase accounts for unanticipated computer equipment purchases 
      • Liability Insurance Fund: increase accounts for worker's compensation claims that were higher than anticipated
      • Police Pension Fund: increase accounts for additional retirement during the year that was not anticipated
  • An ordinance proposing the establishment of a Special Service Area #7 in Wheaton: The Downtown Wheaton Association (DWA) is proposing to create a (SSA) with similar boundaries as the current Special Service Area #6, which has expired. The DWA is proposing a tax rate of $.45 per $100 of assessed value, nearly half the current rate of $.95 per $100 of assessed value.
