what frost my …….

The new Illinois law effective January 1, 2014 …"while driving  you as a driver has to use a hand free phone…." I agree but why only residents, citizens? According to the 28th Amendment…“Congress shall make no law that applies to the citizens of the United States that does not apply equally to the Senators and/or Representatives; and, Congress shall make no law that applies to the Senators and/or Representatives that does not apply equally to the citizens of the United States”.
But here we see politicians and law enforcement officers on their cells phones, while driving….even after the law was put into effect….can one of you law makers and enforcers please explain this?
