Park District: Meeting Recap, Jun. 15

Park board approves financial report, operations policies, budget calendar, playground surface bid, athletic fields usage policy.

The Wheaton Park District board of commissioners approved it’s consent agenda and in new business approved the following:

The Wheaton Park District comprehensive annual financial report for the fiscal period ending December 31, 2010: 

Officials approve the report, which will be posted on the Wheaton Park District website.

Amendments to Wheaton Park District policies governing financial operations:

According to the staff report, significant changes to policies governing financial operations include those pertaining to petty cash, purchasing, investment and fees and charges. The petty cash and purchasing policy reflects the board's approval of the use of credit cards. Revolving funds for petty cash were previously kept at the Administrative Office, 102 Wesley Street, the Community Center and Arrowhead Golf Club. They will now be kept at the Leisure Center offices. All purchases must be authorized, less than $100, supported with receipts and a description of the purchase.

The two purchasing and two investment policies will merge to become one policy each. The fees and charges report was modified to alter wording to allow the board to change nonresident fees.

A review of the Fiscal Year 2012 budget development calendar:

The park district conduct budget training Monday through Wednesday of the week of Jun. 27, where the staff will input budget detail into park district software through the end of July. The park district finance administrators will then review proposed budgets during the first week of August and present it to the finance and executive directors to review the following week.

Pending review by the executive director and the board finance committee, the board of commissioners will receive the budget by Sep. 2. The board's acknowledgement of their receipt of the budget will start a 30-day public viewing period. On Oct. 13, the park district will prepare a tax levy estimation resolution, which could be adopted at the following board meeting Oct. 19. 

Briar Patch Playground unitary surface bids:

Staff recommended that the board accept bids totaling $65,088 from Total Surface to install a rubber playground safety surface material at Briar Patch Park. Total Surface gave the lowest bid for the project, according to the staff report.

Policy for usage and fee schedule for outdoor athletic fields:

The board approved recommended amendments to usage fees and schedules. Commercial use facility fees increased $5, which is comparable to other park districts, according to the staff report.
