Report: What's the Matter with Milton Township?

Hinsdale, IL-   Investigating Milton Township, Adam Andrzejewski, Chairman of For the Good of Illinois PAC, has uncovered thousands in tax dollars spent on travel junkets and fine dining; thousands spent on gas purchases without receipts, mileage or travel logs; good evidence of township credit for personal use; and solid evidence that township cell phone and email were used for politics in the last couple of election cycles.

Then, Andrzejewski uncovered the potentially large township liabilities: 

Was a “secret surveillance” program installed?  Without legal opinion or board approval, the non-transparent process to install township building surveillance was so sloppy that it resulted in a price quote “…to record audio at the assessor’s desk”- unbeknownst to the assessor.

After surveillance was installed, were citizens secretly taped without notice?  Weeks after the cameras were live, Andrzejewski documents no notice or posting of surveillance.

Did township employees drink and drive in township vehicles?  The story is corroborated on township email. Where is the accountability and rules changes?

Lack of basic employee management control:  Mary Dickson of Bond-Dickson- the township attorney, and Township Supervisor Chris Heidorn admitted that Hinkle was a man without a time card, job activity report, or job description for the first eight years of his employment.

Mr. Ralph Hinkle was first hired by Milton Township in 2004 as a part-time employee making $16 thousand dollars a year. Since 2004, Hinkle has “morphed” into a full-time employee costing taxpayer's $304 thousand dollars over the last seven years.

The top players of Milton Township that gotta go. Supervisor Chris Heidorn before he loses his law lic, and gets indicted, his ghost pay roller Ralph Hinkle who misuses tax payers money through credit cards approved by Supervisor Chis Heidorn, Clerk Gail Hinkle (wife of Ralph] who never works and doesn't know how to take minutes at township meeting on purpose. Highway Dept. Gary Multfelt who just got a $6,000.00 plus raise from his buddy Sup. Chris Heidorn for only doing what he was hired to do . The brains of this show and his assistant, Hinkle, have to go.

If you sweat the small felonies it's not a stretch that bigger ones will follow, like eavesdropping, and misusing taxpayers money on wining and dining on the taxpayers dime, as verified by Adam in his expose, not to mention ghost pay rolling in the case of Ralph Hinkle. To bring God into this to somehow absolve Hinkle for his actions, and blame Satan is sacrilegious. Please allow Hinkle and Heidorn to be responsible for their own actions, anything else is blasphemy.

Wasn't Hank Kruse the Milton Township Supervisor for years, until Heidorn knocked him out and humiliated him? It's time for some PAYBACK, wouldn't you say? As a resident of Milton Township I consider it a great dishonor to all the residents that we have to defend our integrity. Supervisor Heidorn, Highway Commissioner Muehlfelt, Clerk Hinkle, and employee Ralph Hinkle have provided the highest level of integrity with an unparalleled approach, to each and every resident. Something that obviously has rubbed Trustee Jim Flickinger and embattled Assessor Bob Earl, the wrong way. The allegations of wrong doing are not only complete falsehoods they are baseless, completely unsubstantiated and reckless. The heavy-handed tactics of disseminating misinformation by Flickinger and Earl through rumor and innuendo preys upon people’s fears. This type of intimidation should never be tolerated by the public. This is obviously an open attempt at intimidating Heidorn, the Hinkles, Muehlfelt and other members of the township board.

Heidorn, Muehlfelt, and the Hinkles have endeavored to make Milton Township a better community for the residents, businesses and community leaders. A township we all can be proud to be part of. I cannot help but think there is more to Adam Andrzejewski, Jim Flickinger, and Bob Earl's position given the prejudicial and inflammatory nature of their article. In the future Andrzejewski, Flickinger, and Earl should be careful to put information into context, not by gossip, sensationalism, or manufactured controversy.

It's all innuendo and manufactured controversy. Look we get it already Jim Flickinger and Bob Earl hate Chris Heidorn and the Hinkles, Adam A hates Jeannie Ives. Why, the why is simple, Heidorn and Hinkles work with Earl every day and they see Earl destroying the Assessor's office and Milton Township's reputation. They called Earl on his actions of course Earl had no response or defense for the level of complaints and incompetence within his office. So Earl goes crying to disgruntled Trustee Flickinger. Adam A is in a battle with Proft so Ives and Milton Township are now a targets.
Just look at the article: Was a "secret surveillance" program installed? The key word "was" where is there proof it was installed. Or are we to take the word of an angry and unhappy Trustee or that of a beleaguered Assessor who would do and say anything to cover up his failures. WERE citizens secretly taped without notice? Once again the key word being "Were."

XIII: To portray the officials, Heidorn, Hinkle, and Earl as having integrity belies the facts that you choose to ignore. I imagine that you sir are probably very likely from that inner circle, judging from your knowledge of events. Just like who just wrote the letter "From concerned citizens" in defense of Flickenger's letter to the committeeman. To believe that because our state's attorney hasn't pressed charges because the allegations are groundless, is moronic. Don't you know that DuPage state's attorney's protect their friends from prosecution. You sure are naive or a not so good scamer. I remember once hearing Heidorn say that Milton was a Republican training grounds. It's because of DuPage's unbalanced political system that what you see happening in Milton now exist. These rascals are every bit as conniving as their Cook County counterparts. Oh what a twisted web they weave.

For Pete sakes if you drive through most intersection you are being clandestinely tape. Look I don't know if they were tape or not but you are in a public building you'd have to be a moron to not think in this day and age you weren't being tape. Unless of course you need to deflect criticism and attention away from someone (the Assessor) who is doing a lousy and inadequate job.
There's not a shred of proof to any of this. Do you really think the State's Attorney wouldn't have stepped in if there were improprieties? Flickinger has brought all this to the State Attorney's office, this same garbage that has been getting recirculated for 12 weeks now. Ask yourself where are the charges? There aren't any because none of it is true. So Flickinger and Earl do the typical give the information to a blogger who really hasn't accomplished much of anything on his own politically, in an attempt to try and discredit some very good people in Milton Township. People these 2 and couple of others have an axe to grind with. The whole thing is sickening! Milton will be a whole lot better off once individuals with self-serving and personal agendas are removed.

Again, what is inaccurate? Did Hinkle do political work with government phones, computers etc..? Did Hinkle use a government credit card for personal uses? Does Hinkle fail to document his time and mileage?
You seem to like to attack the messenger, but fail to address the questions above. The reason you are doing this is because the answers to those questions are YES.

I am ashamed to be in Milton, which right-now is the laughing stock of the world, and all due to the utter contempt, for the intelligences of the people of Milton, by the bad actors currently in Milton township.

Actually XIII's post is spot on. The problems in Milton Township are all coming from the mismanagement and complete failure of Assessor Bob Earl to preform the duties of his job. Even more distributing is Trustee Jim Flickinger's undying support for an Assessor everyone knows is running the office into the ground.

Could Flickinger's support be because Assessor Earl does his books for Flickinger's business? Or could it be the numerous parcels Flickinger owns? I'm not sure but their has to be a reason Flickinger stands by Earl when everyone else wants him gone.

PS: The township should do a scan of Earl's computer after all if Earl has nothing to hide there shouldn't be a problem.

13, Carson, you guys are probably township employees. Anyone backing these guys are part of the problem.
Heidorn and the Hinkles need to go, so does Earl.
What the public and Mr. Kruse and Mr. Andrzejewski need to do to back up their allegations is show up at the next township meeting on August 14. This 'private club' needs to be crashed.
The good people of Milton Township need to understand that the services they expect, snow removal, etc. won't change when Heidorn is shown the door. They just might cost less and definitely have less taint.

Jim Flickinger subscribes to the Thirteenth Rule of Tactics -- Pick the target, freeze it, personalize it, and polarize it. Flickinger isn't looking out for the townships interests as he would like everyone to believe. He is an angry, self-serving, destructive force in the township trying to protect an incompetent assessor and bring the township down in the process because he knows he has no support.

XIII -- True words have never been spoken read this excerpt from former Milton Township Assessor Gumm's Lawsuit: GUMM v. FLICKENGER:

During his tenure, Gumm updated commercial assessments. He denied Milton Township Board member James Flickinger four of the five assessment exemptions that Flickenger had been previously given. He also denied exemptions to a number of individuals associated with Flickenger and increased the assessments of others associated with Flickenger as much as five times what they had paid in the past.

Gumm's moves met with considerable resistance from a number of people, including local and civic political leaders who objected to the assessment corrections. Gumm was repeatedly warned by elected officials and political leaders that his reelection would be opposed and efforts would be made to destroy him politically. Flickenger, for example, participated in closed sessions of public bodies, met with members of Gumm's church to discuss the most intimate details of Gumm's life, encouraged disturbances among Gumm's employees, publicly maligned Gumm, and campaigned and voted to deny Gumm the necessary resources to do his job.

Now it's easy to understand why Flickinger protects Assessor Earl even though he is incompetent in performing his job.

What everbody knows is that neither you or your CERT hacks can answer NO to any of the allegations that Adam put together with links to evidence in the form of government documents. I am more concerned with who is hanging on the crucifix and the words, "GO and sin no more."

Not sure what mark kmiecik is trying to say with his video of the Milton Township Ethics Commission. The video clearly shows the commission acted appropriately especially given the fact no evidence or witnesses were brought forth by the complainant. In fact in watching the entire proceeding Flickinger and Heidorn both wanted the complaint dropped and the Commission closed.

From what I know of mark kiemcik from his run for Wheaton City Council of which he was crushed receiving less than 8% of the vote -- kiemcik is an angry individual taking his anger out on an organization that didn't back him for his council run. So kmiecik is going around trying to make the organization he "belongs" to and is supposed to be supporting look bad. That really says a lot about mark kmiecik and the type of individual he is.

As far as Mark Kmiecik is concerned, it takes a courageous man to admit that the township he had once believed in and supported, had gone astray, to put it mildly. No sooner than Flickinger learned his minion objectionable Assessor Bob Earl had no support, Milton officials and employees were subjected to intimidation campaigns for going against the "Great" Jim Flickinger's wishes.  For a while, I thought Flickinger was going to hold “Nuremberg-style” trails for those dastardly dissenters who resisted his self-serving edict. As far as Kmiecik, he's a big part of the problem because he's certainly not part of the solution. If Kmiecik was really interested in the Republican party this wouldn't be the way he would go about solving any alleged  issues. So it's one of three things with Kmiecik - 1. He's either not very smart, 2. He's a RINO, or 3. He's both -- You decide although I think you already know the answer.

From everything I've seen and read, the ethics committee was bogus. Heidorn himself served on the committee -- gimme a break. Flickinger seemed to agree to end it all once he realized it was bogus. Even the Township's ethics complaints are handled unethically.

I want to know more about operations at Milton Township. Isn't it true that when Heidorn rallies for help from his Milton Republican Committeemen to assist him, he usually gets it? Are those same committeemen standing beside him now?

Heidorn IS NOT part of the Milton Township Ethics Commission. The Commission is its' own independent ruling body that has its' own legal consul - different from the Township. So get your facts straight before you start writing things you have no knowledge of.

Chris Edwards knows Flickinger and Earl are the root cause of the problems in Milton Township.  And despite the lies Flickinger told in Andrew Andrzejewsk "tabloid blog" Edwards resigned because of the pressure put on him by Flickinger and Earl. Of course the tabloid reporter Andrzejewsk never spoke with Edwards to verify any of what Flickinger was saying was true. Here's a question that the public deserves an answer too.  When Mark Kmiecik was running for Wheaton City Council he was in Assessor Earl's office every day prior to the election. Now either Kmiecik is the biggest land owner in Milton Township or Earl was helping him with his campaign. There are no other explanation, even if Earl just provided Kmiecik space for his campaign, it's all very wrong,  unethical, and the taxpayers footed the bill for Kmiecik's dismal and losing election. How is this right?
Where's Adam A or Jim Flickinger on this story? More than a little hypocritical wouldn't you say? One thing for sure is, you always have to be careful of the people bring the complaints. It reveals their biases and who knows better than someone who has done it before.

You know Mark, quit giving us links to a blogger who has an axe to grind with Milton Township because his partner, Hank Kruse who was soundly defeated by Chris Heidorn for Township Supervisor.  Why don't you answer the question that was presented to you.

It's a simple question, now how about supplying an answer because a lot of people in Milton are now asking the same question.  If you are the biggest land owner in Milton simply state that fact otherwise the taxpayers have every right to know the truth. 

PS: Don't think for one minute people are buying your "don't blame me, I'm only the messenger." It's obvious you are trying to protect Earl, Flickinger, and yourself. But here's your chance to prove me wrong. So it's best we just know the truth now.

How soon Flickinger forgets, what about the fact when Mark Kmiecik was running for Wheaton City Council he spent every day for 2 months in Assessor Earl's township office. Kmiecik must be the largest land owner in Milton Township because if he isn't, how else would Flickinger and Earl explain Kmiecik's presence in township offices every day prior to the election?  Could it be because it is widely rumored Bob Earl does the accounting for Flickinger's business and that Flickinger is the one that brought Bob Earl in to replace Gumm as assessor. After Gumm wouldn't play ball with Flickinger and give Flickinger political tax breaks on all his rental properties.  It's obvious Heidorn is fed-up with the lack of integrity and the divisiveness this duo has brought to the township.

And last but certainly not least, why hasn't Flickinger reported that Assessor Earl is under an active DuPage County State's Attorney's  investigation for alleged assessment improprieties.  Seems like Flickinger is trying to run interference for his confidant Bob Earl and it also would explain Flickinger's baseless and reckless actions against the township.

PS: Rumor on the street is Bob Earl already has his resume in at Brightstar.

I don't give a hoot about political motivations and I don't know Adam Andrzejewski. I despise government waste and corruption. So how can anyone dispute the government records that he has posted? If the records are genuine, then Hinkle and Heidorn have some explaining to do.

One cannot use government resources, including time and resources, for political purposes. Period. One cannot use government credit cards to live it up during a Springfield junket. Period. And anyone who approved of these expenditures and signed off on the expenditures must be held accountable. End of story.

It's really that simple. Man up, people.

Was Jim Gumm the one-time Milton Township Assessor with the sexual harassment lawsuit and accusations against him? And the one who was "victimized" by his hired campaign consultant, who "deceived" Gumm by getting hundreds of fake signatures on his election petitions, which led to Gumm being off the ballot? Of course, Jim Gumm was innocent of all of the above. It must be nice to be innocent of so many things...

What does it mean to have character? It means having values. It means having a moral compass which sets clear parameters for what one will, and will not do. Character is all about knowing right from wrong. We often use the word integrity to describe a person of character, a person whose values and principles are above reproach.

Whether Mr. Flickinger realizes it or not, his one-sided attacks on Milton Township are coming off just as they appear, a personal vendetta. Someone should ask Mr. Flickinger why he didn't report the fact he went through Mr. Hinkle's government office, storage locker, and van with a fine tooth comb and didn't find so much as a bumper sticker. It obvious that information doesn't fill Mr. Flickinger's purposes.

Mr. Flickinger has a people blind spot, too many self-concerned extremist hanging around. Mr. Flickinger has closed his eyes to the Incompetence of Assessor Earl and is irate that Supervisor Heidorn recognizes a change is needed for the good of the township. Clearly Mr. Flickinger is enraged he is losing what little power and authority he has left.

For us, character also means putting the greater good of the community ahead of self-interest. Its worry about "what is right" rather than "who is right." Character is that distinctive, unfiltered personal voice that cannot be faked or imitated. It is the core essence of who we are. Mr. Flickinger should take a long hard look at himself in the mirror.

For XIII, character means only worry about "what is right" when that person is Jeanne Ives running for office, then it is OK to use township resources to get her elected. OR worry about "what is right" for the Republican party or Heidorn's CERT political operatives. The ends do not justify the means.
