ComEd Wants You to Pay More for Electricity You Used Last Year

The utility wants lawmakers to amend a 2011 rate-hike law to allow the utility to retroactively collect money for electricity already used.

 

 The Illinois Senate Executive Committee unanimously approved a request by ComEd and Ameren to "clarify" a 2011 law that allowed the utilities to raise electricity rates, Illinois Public Radio reports.

The clarification would allow the power companies to retroactively charge higher rates for the electricity you've already used, potentially raising up to $70 million for ComEd, according to Sun-Times Media.

The 2011 law changed the formula used to determine charges.

But the utilities say it didn't work as intended. They say regulators aren't letting them charge what they need. Now the companies are back, asking the legislature to pass another law, clarifying the old one. 

(Says) ComEd CEO Anne Pramaggiore: "Without it we are stalled in these programs.  We can't proceed forward and ramp them up as we intended."

The measure that passed out of committee Thursday will head to the Senate for a full vote. Listen to IPR's Amanda Vinicky's radio report.

Rich Miller at CapitolFax.com calls is "deja vu all over again."

At the time the 2011 law passed, Gov. Pat Quinn vetoed it but the legislature overrode his veto.

A ComEd bigwig lives in one of the biggest houses in S-Wood- so you tell me where the $ goes. Also- how long til our massive savings with another power provider starts- S-Wood sure isn't in any hurry.

ComEd blew billions of dollars on nuke plants in the 1970s and 80s, some of which never even got to operational status. We have some of the highest electrical rates in the nation due to their gouging.

We go a letter from them last week stating that they have been unable to read our meter and could cancel our service. We have a locked gate but someone is home all day and it was unusual that, all of a sudden, they never knocked on our door anymore for access. The phone rep said that we have a new meter reader and that they are too busy to knock on doors! She blamed us for them changing meter readers and not keeping track of important customer information such as accessing our property.

A family friend of ours is a meter reader and tells all sorts of stories about how the union has protected them. Now that they are using electronic readers it's now possible for ComEd to find out how productive the meter reader employees are. The union is constantly fighting with ComEd so that they are unable to track their performance easily enough. This is the type of company and employees that have resulted in such high rates.

Just for the sake of accuracy Illinois actually is ranked 23rd in average cost of residential electricity. Our average rate is 9.13 cents/kWh. The national average is 9.83 cents/kWh. We actually don't rank among the highest. Our use of nuclear power is credited with keeping our rates moderate and stable.

Last summer we had that drought and however many days above 90, where a great deal of A/C's were running full blast for a good portion of the day. They are looking back thinking they should have charged more during the summer and are now trying to find a way to legally do so.

Why just go back a year? We should be paying ComEd for at least 30 years of past undercharges of electricity. Perhaps our representatives, in their wisdom, can figure out a way to deduct the money directly from our bank accounts to pay the utility, and take a percentage as their cut!

Of course ComEd is seeing a shortfall of revenue. Since electrical aggregation and third-party electricity suppliers have been allowed, there has been a rush of customers leaving ComEd. An earlier poster indicated Illinois has an average electrical rate of 9.13 kw/h. i switched to Direct Energy two years ago and paid half the average rate. Last year, Plainfield switched to First Energy and my bills dropped even more. Consumers speak with their wallets, and in this case, ComEd is panicking as a result of this mass exodus. ComEd still gets profit on the electricity delivery portion of the bill, but that is far less that they would have gotten from the average household in the 90's, before aggregation. We've all had to adjust our own budgets and expenses as the economy has changed, looks like its time ComEd does the same.

I wish I had bet money on my prediction of about a year ago. As soon as all these municipalities started voting for electrical aggregation, I said," Everybody better enjoy their first year or so of lower electric bills, because Comed will come back at you somehow for their money!" Here we go!

Other than lowering rates, nothing more needs clarification. The Illinois government have already bankrupted us and raised taxes covering only part of their mismanagement. Now they have the audacity to consider us being back charged for a uitilities mismanagement. If Comed needs more money, have the top 20% paid employees take some pay and benefit cuts.

This article needs more detail. If I recall, this increase is for Smart Meters, not power usage. A couple years back IL legislators told Comed to install these new meters to increase reliability and reduce outage durations. The ICC then denied Comed the increase (distribution charge) it says it needed to install the new meters. So Comed stopped installing the meters. The stoppage then placed thousands of contractor jobs on hold. Now the legislators are trying to get the new meter installation going again. Despite the article, I doubt any increase would be retroactive.

my friend is a meter reader for ComEd, and he said at least half the meters in "bad" neighborhoods are "pinned". why do we have to continue to pay for these thieves? why doesn't ComEd pursue these crooks for what is owed them? or is it not worth the hassle, let the other half pay!!

Racism or misplaced blame aside, this is a ComEd issue, not an "Obama" issue, or even a wealth issue as far as north/south or people...
ComEd needs to go after those that aren't paying...they are a private company and a "Republican" controlled company, if you look at the parent company's board membership. They made (or ARE making) a tactical, financial decision to not pursue those 'deadbeat' pinned meters for their own reasons, stemming from a profit/loss basis, nothing more.

Utilities in IL are not allowed to cut power or gas in the winter. And, yes, ComEd does make their decisions based on financial considerations. But a lot of those financial decisions are based on the political realities. Let's say ComEd starts to cut off power to non-paying customers, the customers then complain to their alderman and mayor about being mistreated. The politicians start to feel the heat. Then they start to threaten ComEd by delaying permits or delay passing bills that ComEd needs to conduct business. So ComEd then has to make a financial decision between letting customers not pay their bills or getting the city's cooperation. THAT is how it works!

Not disagreeing with you, Tom, just saying that it is THEIR choice, and that lots of companies make similar types of decisions all the time. What they do, though, if they are smart, is they factor that into the 'cost' of doing business...and they don't usually try to come back later after THEY made a miscalculation and try to recoup a loss THEY should have forseen.

Per a Sun-Times article, Feb 13:
"ComEd said its customers would not see a rate increase until 2014, with the average residential utility bill growing then by about 40 cents per month and increasing to 80 cents a month by 2017."
This increase has to do with the installation of a Smart System, nothing to do with power consumption.

Deregulation of our "natural monopolies" is an unfolding disaster for the people of our District and the State. Com Ed has been hollowed out of its value and sold twice in the last decade with executives and stock holders becoming multi-millionaires as our citizens are powerless to do anything about outrageous bills. We are purchasing electricity from middle men who take thei cut for being part of the exploitation.The last CEO of CoM ED retired with a 22 million dollar bonus. He was quoted in the paper as saying America had the greatest capitalistic system in the world. Look at our nation and see what deregulation and unrestrained corporations have done to destroy our middle class and economic system. When I go to Washington, one of my first priorities will be to recreate a new fair regulated industry of "natural monopolies". No more outrageous salaries and 20 million dollar bonuses. These utilities belong to the people, not to a privileged elite.

This started in the late 50's with CEOs forming their own lobbying group, and exploded in the 80's when virtually everything was deregulated. You keep hearing from the free-market and supply side folks that 'competition lowers prices for the public', but how can that ever work if you allow mass consolidation, which obviously decreases competition? Just watch what this merger of US Airways and American does for airfare...ugh.

HA ! Whatever .......The "Teacher Mafia" in this state is way worse ! At least ComEd provides a continuously upgraded and valuable service. Our teachers and andministration want more money all the time for the same babysitting services. Go out east and ask them what it's like to be out of power for months. Then come back here and comment. It's a worthy investment. You have no idea how fortunate we are to have this type of utility.
Also, if you read and post more positive things here Patch. You'd find that ComEd is the leader in "Green" technology. Shows how he public is emotionally driven.

You should really read up more about how the whole power grid system of the country is considered even by our own standards to be no better that a "D" (which isn't for dandy). Exelon is just trying to scrape more money off people they already overcharge. We KNOW they overcharge because the aggregators charge far less for the same service. They KNOW they are now fighting a losing battle and are trying to get one last big bite of the apple by forcing through bad bills wherever they can with the politicians they still have in their pockets.
As for the teacher issue, you either have no kids, or are the type of parent that only views the teacher as a babysitter because you don't realize what they actually do and what a parent's responsibilities are. It always amazes me how much a parent will say their kid means to them, but they feed them poorly, smoke around them, worry more about them having a cell phone in class than paying attention in class, and complain how much the ACTUAL babysitter makes, let alone the teachers that will instruct them and give them a foundation to someday and make their own way in life. Such people want everything for free and complain nonstop about those that might actually be entitled to somethings that are not free at all, but have been earned.
Everything costs money...move someplace else...the cost of living is usually commiserate to the standard of living. Maybe you are okay with living a lesser life, but I will pay for the one I want here.

I have a question how much longer do we the people let companies like ComEd rape and steal from us how much longer do we allow politicians to be bought and sold by mega rich companies like ComEd. We elect people to serve the people not the corporations. We have shifted to a two sided way of life rich and poor and I can say even if you make 80-90 thousand a year u are struggling with staying above water those are the facts painful yet true especially if you have a family ComEd don't need a rate hike they need better workers and better management this is a joke and an outrage I only pray the generation coming up stands up against companies and politicians that have robbed their parents of retirement and a life that their grandparents enjoyed in the 80's and early 90's. when will corporate America and our elected officials get out of our pockets. Oil natural gas and electricity alon with cable food clothing etc. how can we get ahead and get out of debt when those prices aren't regulated those companies are given a free ride to steal cause they fill the pockets of politicians more than they better their business What a shame no politicians stood up and said no lets see ur books first and if a rate increase is needed we can talk. Not surprised at all...A couple things come to mind..1 Are all the people that signed up for the city for electric going to be effected in some kind of fee..because all of those customers still run through ComEd and the city is going to have to do all the paper work....2nd....Is ComEd doing this because so many people signed up through the city to get electric through ComEd.?....This is the kind of stuff that happens when we spend more on Undeclared Wars and trying to stop people from doing drugs than energy...but build more and more subdivisions that demand power...Its only going to get worse and prices as we know never go down and if they do fees go up..Totally Dependant On Others

Our national power grid is woefully underadvanced...we need to be working on rebuilding our roads, our bridges, our energy distribution system, our schools, our roads...we fight foreign wars so that private companies with no allegiance to our country can make stable profits...we sprawl to the far corners of the earth then complain why it costs more to get goods there, why the roads are more torn up from trucks getting the goods there, why taxes go up because we need more roads and police and hosptials and every other service..."I don't know WHY my taxes in Frankfort are $10000..."

You suckers in private industry are suckers indeed because your companies aren't holding back on raising prices, nor are they losing money...the stock market is way up, corporate profits are up for all but soon-to-be obsolete industries (hello Blockbusters and Best Buy, or is that good bye?)...at least the public employees are spreading that money around, spending it in the economy. How many yachts did you CEO buy last year?
Also, that has very little if not NOTHING to do with the cost of gas, as any econoomist or person that can read will tell you...gas is from oil, which is traded on the open market. Now, if we were a socialist country, like some would like to claim, that would be different and would probably actually have an effect on the price at the pump.

Watch for them out on the trails including the Great Western and IL Prairie Trail through out DuPage County this spring. If Come ed wanted to raise their prices last year then they should have done it then. If they wanted to but it didn't go through then too darn bad. To charge us now for what we've already used? That's a crock. If it passes that they can do that then it just goes to show (more than it already has) that IL is just chock full of political criminals. The problem with getting them out is that they get many votes from all the non working, welfare getting leaches that want to keep the money rolling their way for doing nothing but making babies that they don't even use the money for.

I don't care what color the trash, stop giving free utilities, checks, cell phones etc... to the people that refuse to work and just want to live off those of us that do. If you are disabled and can't work that's one thing but just don't want to is another thing. If they want a check, make em work. Got a pin in their meter, do something about it. If this back billing goes through, who's gonna be paying? The working people.

They are now owned by a mega company out of Atlanta (AGL Resources) they have already laid off hundreds of local employees and denied the remaining people their bonuses and any chance at even a cost of living raise for 2013. Try and look up Gas Prices for Atlanta… you’ll see the state is deregulated and you have to negotiate your rate with a third party for both gas and electric…utility costs are double there…

The opportunity to save on electric and gas supply here in Illinois has been going on for years. If you are still on ComEd and Nicor supply you could be paying less for supply which is the issue in this article. Go to www.khn.joinambit.com where you pay less for supply with both utilities and only need to worry about delivery charges from these companies. Deregulation is helping people save money, what are you waiting for?

Where were all of you when last year our legislature voted to give our two major electrical suppliers 2.3 billion dollars for Smart Grids?

80% of this was for smart meters which do absolutely nothing for the user except raise our cost while creating serious health, fire, safety, security, privacy and financial extravagance to pad crooked politicians campaign chests.

Will all this money bury power lines, protect the infrastructure against CMEs, stop hacking, and add one additional kilowatt of power to the grid? The answer is no! It will, however, make a few crony capitalist verse free market capitalist very rich at our expense. This massive fraud and scam has been created to charge (TOU) time of use rates for electrical usage. In other words you will pay double if you use electricity during normal hours. Gerard I read about this happening in Australia. It's not funny one bit. Can't believe they can cut the locks to your property and come in and do what they want. People need to wake up because if it can happen in Naperville it will be on our door step sooner than later. Just terrible that those 2 young moms were arrested for protecting their homes and kids. Shame on Naperville!!!!
These smart meters are health hazards along with invading your personal space. If theirs too much juice being used during the peak they will turn your juice down for you. I see a lot of people loosing appliances.
I was offered a job in another state starting in May and I'm really considering it. I've had my fill of this state and these companies. Big Brother watching over us! I'm all for the 2nd amendment since it's become legal for your city government to force their way onto your property.

COm Ed CEO should be fired and their forecasters fired. This is not only outrageous, but an embarassment to all investors for ComEd and a cost that the company and its executives should take sole responsibility for. It is time that this lack of integrity at the corporate and governmentqal level be dealt with directly by refusal to go along, and if necessary outright boycott.

So much for savings because of electric aggregation. Did anyone really think they could screw ComEd by switching providers? ComEd loses revenue because of aggregation, they find a way to get some if not all of it back. If legislators would have just left well enough alone, this issue wouldn't exist. Now, with aggregation, you pay a lower cost for electricity, but have to pay ComEd back for their loss of revenue. And aggregation saved us how? Welcome to reality......your bill ain't going down, it's going up. This is no different than the value of your house going down, so your assessed valuation drops, but the municipalities just raise the tax rates to make up the shortfall. End result....you pay the same thing if not more. There really is no way to screw "The Man." The more ways you look to try to screw "The Man" the more you make him mad and the more he takes from you.

I would like a lot more info on this, the article was mighty short and had few details. Just seems wrong to attempt to get additional pay for services that have already been charged and collected for, is that not a fulfilled contract? Who specifically is involved? What officials of the IL Government are part of this? Perhaps if ComEd can't manage this properly the utility should become a publicly held trust, and the electrical power provided at the actual cost of production, with no profits involved for shareholders and investors. After all, it;s still a monopoly, which should be illegal.

Under the Smart Grid law passed in 2011, ComEd committed to spend $2.6 billion over 10 years to modernize the electric grid in Northern Illinois. The ICC's interpretation of the law reduced funding to complete the modernization program. As a result, ComEd faced a reduction in funding of nearly $100 million per year in 2014 and beyond. Without the additional funding, ComEd stated it could not complete the program.
This new bill will restore most of what the ICC denied. If it becomes law. It would increase the average residential customer bill by approximately 40 cents per month in 2014, increasing to approximately 80 cents per month in 2017.
